The WASH Field Engineer will be responsible for the design and delivery of high quality Water and Sanitation Infrastructure for the targeted areas. He will provide leadership in carrying out assessments, design, planning, implementation and monitoring of all WASH construction activities. He will also supervise the design and preparation of all technical documents, Program Description, Bills of Quantities (BoQs) and drawings and the execution and handing over to relevant local authorities. The position will also technically line manage field WASH assistant Engineers, CLTS facilitators and hygiene promoters across dispersed locations and actively engage with the local governments, and all other WASH actors.

Key Responsibilities:

  • Supervise the Improved Water Sanitation and Hygiene (WASH) projects to ensure the work is carried out in accordance with the agreed design and plan.
  • Assess needs for WASH interventions (Water, Sanitation and Hygiene facilities) at community level including Water Distribution System, Public schools and Health facilities.
  • Ensure the project will satisfy the needs of the beneficiaries and provide oversight of water source construction and sanitation projects to ensure quality;
  • Check that the quality and quantity of the material used are in accordance with the specification.
  • Ensuring the training of staff in technical areas including water quality testing, and building and maintaining quality water point structures;
  • Help design and revise the construction/rehabilitation works component of the project work-plan, and monitor that the implementation of the construction/ rehabilitation activities respects the time-table milestones and deadlines
  • Conduct trainings regarding operation and maintenance of water supply and sanitation facilities for beneficiaries and Water management committees
  • Develop and maintain good relationships and lines of communication with relevant local authorities and communities, prior to intervention explaining KRO’s role as an NGO and liaising with them during all phases of the project.
  • Regular monitoring of ongoing construction activities to ensure that all the activities are executing as per design, specifications and work schedule
  • Extend all possible technical support to other team members and contractors when and where required
  • Keep close coordination with contractors through regular meetings
  • Preparation of weekly, monthly work plans and construction progress reports
  • Preparation of feasibility studies/ reports, borehole pumping tests analysis & reporting and completion certificates
  • Verify the work done at site and recommend for the payments to contractor(s)/casual labors etc
  • Working in harmony with all other project staff and field team for the effective and efficient day-to-day management of the WASH projects.
  • Coordinate with other stakeholders on the ground for smooth, efficient and effective implementation of the activities
  • When need be, Represent KRO in coordination meetings such as WASH cluster and other cluster meetings
  • Supervise the project staff and provide daily, weekly and monthly activity reports of the project and submit it to the WASH program Manager.
  • Provide technical guidance to the WASH assistant engineers.
  • Perform any other duties as required or asked to do by the supervisor.

 

Administrative:

  • Sharing and resolving problems and needs of project and project staff with program.
  • To ensure relevant government departments and donor agency are updated on project activities and its involvement confirmed in project activities.
  • Direct control and motivate the team ensuring that they have clear objectives and receive meaningful feedback on their performance.
  • Reporting to Program Manager on project activities.
  • Develop different formats forms for the smooth implementation of project and for best documentation

Coordination:

  • Keep sufficient and proper coordination mechanism with relevant stakeholders and line departments.
  • Avoiding the inappropriateness or conflict with cultural beliefs of groups within the target communities.
  • Contact with community elders, local Shura members and other community influential people in participatory way to operate in a very efficient and coordinated manner.
  • Strengthen coordination between project staff and stakeholders

Financial Management:

  • Ensure effective and efficient utilization of project budget under responsibility for intended purposes.

Logistics:

  • Arranging and managing logistics administration and transportation aspect/needs of project and project staff with the logistics department.

Data Management & Reporting:

  • Organize and maintain project documentation in hard and soft.
  • Jointly work with project staff in preparing the data on the proper aspect.
  • Document the lessons learned and case studies and share with project staff and other stakeholders.
  • Regular on time Reporting to the Line Managers on the roles and responsibilities given/ project implementation.
  • Ensure effective documentation of the program and progress by capturing lesson learnt and good practices

Other:

  • Participate in training workshops meetings project events held in any provinces.
  • Visit project sites and monitor all activities
  • Respect and adore all policies of KRO including but not limited to; code of conduct, PSEA, Child Protection and Anti-Fraud and Conflict of Interest Policies
  • Maintain 100% transparency and accountability
  • Any other task assigned by management

NOTE: Selected candidate will be subjected to background checks with regards to Child Protection and PSEA policy breaches during their past employments.

Job Requirements:

Bachelor’s degree in either of water supply and sanitation engineering, hydraulic engineering, civil engineering, architecture or related field

At least three years’ work experience in WASH and similar role;

 

Proficient in Auto CAD, Microsoft Word, Excel, and Outlook;

 

Demonstrated Skills and Competencies:

  • Belief in human rights including gender equality
  • Good communication skills including ability to gain trust and build relationships with new communities.
  • High standard of spoken and written English, Pashto and Persian
  • Good interpersonal skills and ability to work as part of a team as well as independently.
  • Flexible and able to work in a dynamic and diverse environment.
  • Work in Harsh environments
