Muslim Hands International – MHI is an International Relief and Development NGO, established in the United Kingdom in 1993 with the objective of providing relief and emergency services and long term sustainable development projects in a cultural, ethical, effective, efficient and transparent manner. Muslim Hands works both directly and with partners in over 50 countries worldwide carrying out short and long-term projects in emergency relief, Health, WASH, Education, Protection, shelter, safe water, and TVET programing and a particular intervention of Advocacy and Peace in Afghanistan only. Muslim Hands International has been awarded Investor in People (2000, 2004 & 2007) and also been accredited with Quality Management Systems Standard ISO 9001:2000. The organization is also a signatory to the International Federation of the Red Cross and Red Crescent Movement, and various NGOs in Disaster Relief and the main sources of funding of the organization are individual donors, trusts, institutions and DFID.

Muslim Hands International obtained formal registration from the Ministry of Economy in Afghanistan with registration No. 141 in 2005, and is now firmly established with its Headquarters in Kabul, and is fully engaged in relief and development activities in different parts of the country. The work of Muslim Hands in Afghanistan involves; improving the lives of poor and vulnerable through the provision of education, health, WASH, Protection, Livelihood, advocacy, Agriculture and other specialized projects e.g. rehabilitation of the disabled, water purification and sanitation schemes, orphan sponsorship scheme, income generation activities and emergency aid / relief activities in Afghanistan. The Afghanistan head office operates in 21 provinces through head office in Kabul and regional and provincial offices in the respective regions and province of Afghanistan. The organization is running and operating by 25 professional core and full time personal of MHI in its head office in Kabul and each regional office of MHI deals with similar number of paid and volunteer staff member’s entire the country.
As mentioned MHI is working in different sectors but education is one of its most important interventions, in education we specifically focus the following area:
• Literacy, post literacy and out of school education programs
• Income generating program to poor people through skills trainings
• Learning materials development and publication
• Capacity building of local organizations
• Organization of training, seminars, workshops, meetings etc.
• Research and evaluation of development programs
• Accelerated Learning Programs

• Professional Trainings
• Orphan Education Sponsorship Programs
• Seasonal education programs through MHI education centers
• Youth education sponsorship programs

Duties & Responsibilities:
• Analyzing the financial reports with the budgeted cost of ongoing projects.
• Preparation and analysis of financial records for donors or official institutions (MoF MoEcon etc.) by compiling all needed and required documents.
• Ensure funds are spent in accordance to the donor requirement and that financial policy meets the applicable accounting standards of the donor.
• To make sure review and follow up with concern finance staff to reconcile all taxes relevant issue concerned to the Kabul main office and filed offices and tax clearance.
• Ensure that all transactions are recorded systematically in designated software compile and analyze financial information to prepare entries to general ledger account and do the internal control.
• Review and check documents and transactions both “QuickBooks and vouchers”.
• Review financial reports for accuracy completeness ensure expenses are allowable reasonable allocable and within MHAF’s approved budget verifying all invoices and bills to comply with purchasing procedures and finance rules
• Review and check the staff payroll finalize and submit to line manager for payment for staff salaries with due authorization at the end of every month.
• Have close control the treasury section for bank reconciliations for any discrepancy with cash book and bank book Loan ledger account receivable account payable loan ledgers and conversion and Fund ledger.
• Have close supervision of finance team on daily activities.
• Close work with finance manager for revision of budget and prepare new budgets.
• Work closely with the finance Manager and supports the overall needs and requirements of MHAF Kabul & Regional Offices. Assist the Finance Manager in the implementation of financial procedures
• Work close with field finance assistants and province officers on financial activities.
• Any other tasks will be assigned by direct supervisor.

Job Requirements:

Education:
• Bachelor or Master degree in Business Administration - Finance, Accounting, or relevant field
• Professional qualification in ACCA is considered a plus
Experience:
• At least 5 years of relevant professional experience with a Master Degree and 7 years’ relevant professional experiences with a Bachelor degree in related field.
• Experience working on International NGOs or similar internationally-funded programs.
• Strong knowledge of donor financial rules and regulations.
Skills:
• Excellent analytical and numerical skills.
• Advanced MS Excel skills
• Sharp time management skills
• Respect time and do all his work on time without delaying
Language: Must be fluent in English, Pashtu and Dari.
