• The post holder maintains an effective safety and security management system and ensure that all Save the Children minimum operating safety and security standards is in place at all time in all SCI operational areas. This will include the ongoing assessment of threats and risk to SCI program/staff and provision of advice to Senior Safety and Security Manager and Senior Management Team SMT to manage organization risk.
• In consultation with impact area Security officer/Safety and Security Focal Persons (SSFP), continuously monitor the security environment, nationally, and locally for Save the Children Afghanistan programme impact areas, and make recommendations to the Senior Safety and Security Manager to adjust security policies and procedures accordingly.
• In partnership with security officer and SSFPs, continuously strengthen and apply office and residential facilities’ security standards, included selection, training, monitoring and performance appraisal procedures for security staff; strengthen and ensure enforcement of facility access procedures/practices.
• Develop and implement a security training plan for all staff, using SSFPs as key implementers; develop and apply evaluation processes to determine that training competencies are met.
• Ensure that all international visitors receive appropriate security orientation within 24 hours of arrival.
• Regularly assess Country Office communications needs, ensure availability of appropriate communications technology; orient all staff to emergency communication procedures and technology; test the emergency communication system regularly, analyse results, and make appropriate revisions; maintain an updated emergency communication contact list.
• Provide guidance to Fleet and flight Manager/Officer on vehicle/fleet management policies; ensure vehicle inspection procedures are applied and all vehicles are properly equipped, with particular attention to emergency needs; ensure drivers are well trained, and routinely practiced, in established procedures and requisite skill for day-to-day driving and emergency situation reaction/response and reporting.
• Developing and implementing a security work plan for the main and site office to ensure that all security procedures and processes are developed and implemented and also ensure that contingency/back-up plans are in place to respond to security incidents.
• Conduct regular field visits to SC operating areas in Afghanistan for risk assessment, staff training and site security assessment.
• Ensure refresher trainings are provided to all security guards, drivers and other staff in the field sites as well as in country office.
• Provide reports, assessment and analysis for any new proposal/ new projects.
• Regularly update all security documents such as SSPM, PDI, Crisis Management plan, Risk Analysis and Mitigation documents and Business continuity plan.
• Work closely with Security officer/SSFPs to ensure all security equipment/communication equipment, CCTV, SMS system and emergency communication tree are functional and properly used.
• Periodically review and update security briefing materials, and ensure that all new employees, international or national and consultants receive appropriate security orientation/briefing within 72 hours of employment.
• Regularly conduct and Maintain proper assessment of SC offices and guesthouses and report to his supervisor any suspicious activities.
• Liaise with UN, INSO and other NGO security personnel for security collaboration and information gathering.
• Actively contribute to information exchange both internally and externally and share with his supervisor in timely manner.
• Complete and submit Security incidents, Situation report using the SC Reporter system and submit Weekly Security Regulation to International staff.
• Regularly attend INSO (International NGO Security Organization) meetings.
General statements of responsibility may include:
• Meet with police and with other law enforcement agencies as needed for specific incident handling and for general liaison purposes from time to time.
• Perform any other tasks related to security given by the supervisor or fulfil the responsibility of other security team member during their absence.

• Bachelor’s degree in a related field or at least 3-5 years comparable related experience.
• Minimum 4 years progressive non-profit work experience with international humanitarian assistance program/s
• Minimum 3 years security management experience in international humanitarian, military or police setting.
• Advanced level understanding of communications technologies.

Additional job responsibilities
The duties and responsibilities set out above are not exhaustive and the post holder may be required to carry out additional duties from time to time which are reasonable in relation to their level of skills and experience.
In the event of a significant humanitarian emergency, the post-holder will be expected to work outside their normal job description; vary their working hours; and occasionally work from a different location should the need arise.
