Job Description:

The Economist functions under the supervision of the Policy Advisor and will be part of the SDG integration and Policy Lab. S/he will work closely with the programme and operations teams in the country office, UNDP’s national acceleration lab, and colleagues in the Bangkok Regional Hub (BRH). It will also coordinate with the Asia-Pacific Regional Network of Nation Economists. This will include systematic engagement with and oversight from the lead regional economic advisors based in Bangkok, Beijing and Colombo. It is also expected to establish and sustain a network of colleagues through development partner organisations , government departments, the private sector and civil society.

Duties and Responsibilities

Summary of key functions:

Provision of support to UNDP country office management and programme team, including to help strengthen programme development and implementation;

Provide strategic guidance to national government counterparts and other stakeholders, in particular in favor of the 2030 Agenda and the adoption of sustainable and equitable economic policies;

Representation, advocacy, and partner engagement to support UNDP’s institutional positioning and advance its mandate;

Contribution to UNDP work throughout the Asia-Pacific region, including cooperation with the Regional Economist Network and review of key geographic thematic areas.

1. Provision of support to UNDP country office management and programme team, including to help strengthen programme development and implementation:

Assist UNDP country office management with preparation and implementation of country programmes and strategies, including the CPD;
Enable UNDP Country Office Teams to establish and maintain related thematic portfolios, such as efforts to encourage sustainable development and progress towards SDGs;
Leading UNDP Country Office efforts to conceptualize and incorporate the Growth Finance Assessment (DFA) framework and associated mechanism and to use current financial tools more effectively and efficiently to achieve the SDGs;
Provide country-level insight and evaluation in priority thematic fields, including by the publishing of policy briefs or other empirical outputs;
Enable the planning of policy reports, context notes, interviews, discussion points, presentation materials, etc. on key development issues in Afghanistan within the scope of the SDGs for senior management at country and regional level;
Head the future release of the Country Office – Human Development Report (HDR) and ensure that it offers added value in terms of up-to - date details and policy formulation information;
Compile and analyze statistical data as needed in support of country policies and activities;
Collaborate through UNDP departments, in particular to ensure linkages to work arising from the acceleration lab network;
Enable the development of large-scale planning technologies to better solve dynamic growth challenges;
Lead the expansion of country office service offers on financing for development, including innovative financing models and country specific/sector specific profitability studies.
2. Provide strategic recommendations to national government counterparts and other stakeholders, in particular in favor of the 2030 Agenda and the adoption of sustainable and equitable economic policies:

Support and facilitate dialogue on sustainable development issues with government officials, development partners, civil society, and the private sector;
Provide strategy and programming guidance and support for infrastructure planning and policy formulation at national , sub-national and local level;
Enable the evaluation and review of strategies that can affect several implementation priorities and objectives at the same time;
Support the tracking and evaluation of progress relevant to SDGs and other national planning mechanisms, including to help improve national and local data collection and statistical capacity;
Support to leverage UNDP global programmes, to provide holistic and effective support to the country;
Leverage support and expertise from the UNDP’s global/regional Economist networks to assist in strengthening UNDP’s support to economic analysis and policy development to Government.
3. Representation, advocacy, and partner engagement to support UNDP’s institutional positioning and advance its mandate:

Contribute, in close collaboration with senior management, to the development and/or strengthening of partnerships with UN agencies, IFIs, bilateral development agencies, private sector entities, and civil society;
When delegated, represent UNDP country office in relevant forums, conferences or workshops, including to present research or programmatic results;
Enable the deployment of UNDP capital and future growth plans through the implementation of pipeline projects and the creation of large-scale initiatives and sustainability solutions;
Contribute to national, regional, and global knowledge networks and communities of practice.
4. Contribution to UNDP work around the Asia-Pacific region, including cooperation with the regional economist network and review of key regional thematic areas:

Participate regularly in the UNDP Asia-Pacific International Network of Economists by engaging in international (in-person and/or virtual) gatherings, exchanging related perspectives and conducting peer reviews;
Contribute as significantly as possible to UNDP community knowledge products and program development in strategic focus areas ( e.g. injustice, future of jobs, creative financing);
Enhance awareness and implementation of innovative approaches to sustainable development across the country by serving as regional thematic representative where possible.

Job Requirements:

Education:

An advanced University degree (Master or Equivalent) in Economics, Econometrics, Statistics, international development studies, law, political science, social science, international relations, public policy or another relevant subject. A first-level university degree in similar fields in combination with nine years of qualifying experience may be accepted in lieu of the advanced university degree.
Experience: 

Minimum of 7 years, with a Master’s degree or 9 years with Bachelor’s degree, of senior level relevant work experience at the national or international level in relevant areas of economic research and policy and implementation support. Extensive experience in research and policy-level analysis;
Experience in the planning , tracking and appraisal of construction projects;
Established expertise in strategy, advice and lobbying and a track record of involvement with senior levels of government , the United Nations and donors;
Experience in preparing high-quality policy reports and guidance documents for use by senior decision makers;
Experience working and collaborating with government partners, national or foreign financial institutions, the private sector / civil society in the area of economic and social development;
Experience in strategic visioning with solid technological and extremely sophisticated theoretical capabilities;
Knowledge of the SDGs and their application at the national level, politically astute with demonstrated experience in stakeholder analysis and engagement;
Experience in the managing of web-based information systems and specialized scientific data processing services.
Language Requirements:

Fluency in Oran and Written English is Essential;

Dari/Pashtu Language will be an advantage
