KEY RESPONSIBILITIES
MAIN TASKS
Finance & Accounting
- Record day to day financial transactions in DRC financial system
- Check invoice and prepare payment vouchers
- Support delegates on financial related issues in coordination with the Finance Manager
- Provide advances to delegates and National staff and ensure timely settlement of advances. Check if the advance settlements are backed up by sufficient and relevant support documents
- Check if applicable taxes has been deducted and deposited in timely manner
- Do a monthly online filling of the taxes with the tax authority in Afghanistan
- Prepare monthly bank and petty cash reconciliations
Logistics (including procurement)
Ensure productive and efficient office operation.
- Procurement of required goods and consultancy services for Country Office and programmes as required following ARCS/DRC guidelines/policies and practices
- Stay informed on local markets and establish and maintain professional relationships with suppliers.
- Keep updated list of suppliers/service providers and keep track of all services
- Maintain accurate and updated inventory of the office equipment/assets
- Organise IT/communication services for country office (including phone, internet, trouble shooting)
- Manage vehicle/driver plans including assigning of workload, mission orders, check vehicle logbooks and ensure safety and regular maintenance of vehicles as per ARCS/IFRC fleet management regulations
- Provide required admin logistics support to delegates and DRC visitors including visas, residence permits, accommodation, travel arrangements and purchasing of items as required
- Keep updated list of all contracts and procurement documentation to full audit trail standards
Administration - Ensure effective admin and logistics support to day to day activities of DRC CO/ DRC funded projects including meetings and field visits.
- Serve as the primary point of administrative contact and liaison with other offices, individuals, and institutions on administrative and operational matters concerning the country office
- Manage the filing, storage and security of documents
- Ensure safety and regular maintenance and insurance of all office equipment/assets
- Provide briefing to delegates and other staff on administrative and logistics issues
- Updating leaves of national staff.
Coordination - Coordinate and liaise with the field office, ARCS district offices, relevant government agencies and partners in the district and DRC Country Office.
- Support ARCS staff to develop their capacity in finance, procurement, assets management along with Finance Manager.
- Participate in staff coordination & other meetings as required
Other - Any other tasks assigned by Finance Manager
Duties applicable to all staffs
1.Work towards the achievement of the Federation/PNS goals through effective managerial and lateral relationship and teamwork
2.Produce timely reports based on defined templates and indicators
3.Abide by and work in accordance with the Red Cross/Red Crescent principles
4.Perform other work related duties and responsibilities as may be assigned by the line manager.
NON- GENERIC RESPONSIBILITIES
Tasks specific to this position to be identified and agreed upon by the job holder and line-manager
Job Requirements:
Experience and qualifications
Professional/academic qualification at least Bachelor level. Minimum of 3 years of extensive experiences in finance, office management / administration, procurement and logistics. Knowledge of office management principles and procedures. Knowledge and understanding of relevant legislation, policies and procedures. Experience in handling petty cash and knowledge of general accounting principles. Excellent computer skills (MS Office package, Word, Excel, database, Outlooks). Excellent written and verbal knowledge of English, Dari & Pashto.
