Monitoring and Evaluation Supervisor

Under the supervision of the Project Manager, the M&E supervisor is directly involved with technical, awareness, and R&D teams, he/she manage survey teams and supports PM on the management of partners, team members, and project activities.
He/she is in charge of project activities listed at LFA to make sure the activities are implemented according to plan, he/she regularly update PM and project team of progress and highlight the activities less progressed or beyond the target. He/she is mainly in charge of following activities
Monitoring and evaluation activities
- Design and develop M&E procedures, due to project LFA, technical packages, awareness component, and project methodologies and available capacities;
- Setting up the M&E system and M&E plan of the project according to Geres and donor procedures, M&E tools, and project logical framework;
- Design all necessary data basses for project follow up (dissemination, demo/pilot, craftsmen, awareness, photos);
- Make an action plan for data collection, sorting, interring from KBL and BDK bases;
- Regularly and frequently follow up the databases with project partner;
- Design and provide training for field staff and newly recruited team members on KOBO and Gere’s data collection systems, regularly follow them;
- Conducting regular monitoring of project activities (training, constructions, dissemination, business strengthening, research, and development, etc.);
- Implementation and supporting of evaluation activities (baseline, impact surveys, consultancies);
- Supervise, manage and preserve monitoring and evaluation data in a safe and accessible way;
- Provide technical support on M&E and evidence-based recommendations to the relevant staff;
- Conduct regular field visits to check the quality and quantities of work done;
- follow up of project partner and the team works in field;
- Support and follow up of payments together with finance assistant (subsidies, training, etc) and with project implementing partners;
- Support PM and project partners on follow up with institutions relations, especially with project line agency;
- Support PM by participation and representation in meetings and events organized by project team and/or partners, follow up with institutions and line agencies (KM – DAIL);
Mapping of collected data
- Link the databases to GIS, in order to show project activates on maps;
- Regularly update the maps on GIS and produce updated maps, at least quarterly base;
- Share the maps with PM and project team, make recommendations to field a team of the findings from GIS maps;
- Prepare and organize workshops (quarterly basis) with the project team and update them on project achievement and necessary changes or orientation of project activities.
Logical Framework of activities
- Prepare a tracking sheet for follow up of LFA, closely follow LFA with responsible teams;
- Update LFA according to project progress and reports to the donor (6 months base);
- Send the tracking sheet to each PM of the project and follow with them, where they are with project progress, highlight the project activities progress (normal, critical, etc);
Reporting
- Provide M&E reports, describing project progress on each activity base, with maps;
- Support PM on the report to the donor, progress report, and other activity or event reports (providing needed data, photos of activities or events. Etc)
- Provide visit or meeting report whenever she/he attends any event or be part of it;
- Receive reports from RMO/AMA review, consolidate them and send to PM or other related person/s;
Consultancies
- Support PM on the preparation of consultancies (tender doc, announcement, and follow up)
- Support consultants in terms of (Field visits, meetings or discussions with partners, beneficiaries’ stakeholders, and translation)
Any other responsibilities assigned by the Project Manager from time to time based on the needs of the project or organization.
Job Requirements:
- University degree in related field;
- At least 3 years of related experience with NGOs on development projects, especially of Monitoring and Evaluation;
- Good knowledge of GIS, CUBO, and MS office programs (an excellent excel skill)
- Knowledge of Project Cycle Management
- Experience in community-based intervention and ability to deal with different publics;
- Must be fluent in Dari and/or Pashto
- Fluent written and spoken English;
- Very good skills on representation and speech in public
- IT skills with excellent knowledge of MS office, strong excel knowledge;
- Very good reporting skills and synthesis abilities;
- Very good interpersonal skills and ability to work in a team;
- Sense of autonomy and personal organization;
Knowledge of environmental and energy issues is an asset.
