The Programmes Officer Partnership will work under the supervision of the Head of Programmes with the main purpose of developing WHH Afghanistan Partnership strategy, monitoring framework and partnership capacity development strategy. The responsibilities of the Programmes Officer Partnership are key for the development of the Afghanistan Multiannual strategy and will require a broad consultation with partners and WHH Afghanistan teams. The Programmes Officer Partnerships will frequently travel to all three WHH Afghanistan Regional Offices.

Main Responsibilities:

Project implementation

Support the Head of Programmes to develop the ToR for the development of WHH Afghanistan Partnership strategy
Conduct the activities related to the development of WHH Afghanistan Partnership strategy
Support the drafting of WHH Afghanistan Partnership strategy
Develop the tools for the implementation and monitoring of WHH Afghanistan Partnership strategy
Develop the monitoring framework of WHH Afghanistan partners in line with WHH Afghanistan Partnership strategy
Develop the partnership capacity building strategy.

 

Adhering to principles, policies and guidelines

Full compliance with WHH rules, regulations and policies, implementation of corporate operational strategies, establishment of management targets and monitoring the achievement of results.
Responsible to follow absolutely binding the anti-corruption policy of Welthungerhilfe in all operations.
Project compliance with corporate human resources policies and strategies.
Compliance with corporate rules and regulations in the field, WHH procurement policy including sourcing strategy, supplier selection and evaluation, quality management, e-procurement promotion and introduction, performance measurement.
Unconditional and absolute adherence to the security rules of the mission.
Respect of IT policies of the mission.

External representation

Under the strict supervision of Head of Programmes, establishment of healthy relationship and working arrangements with project stakeholders and ensure a transparent and correct communication with project stakeholders.
Representation on Clusters and Working Groups upon delegation of Head of Programmes.

Job Requirements:

Qualifications and Education Requirement

Bachelor degree in the field of Social Science, Management or any relevant disciplines.
Minimum 5 years of progressive work experiences within an INGO or Afghan NGO in managing projects through implementing partners of being involved in the mobilization of the civil society.
Working experiences with civil society in Afghanistan.
Experience in strategic planning and execution.
Very good English written and oral communication skills.
Very good Pashtu and Dari communication skills.
