The Livelihood Coordinator will support the overall implementation of livelihoods component for the project.  The Livelihood Coordinator will manage and implement effective and quality livelihood programme of ActionAid in Afghanistan. S/he will be responsible and accountable for developing, coordinating, implementing and managing all livelihood related activities. Cooperation and coordination with local governments, UN agencies and other NGOs. S/he will have overall accountability to ensure quality, timely and effective implementation of AAA’s humanitarian projects, upholding organizational values and humanitarian principles.

Responsibilities:

• Lead and execute the planning, management and implementation of the livelihood component of the project
• Implement transparent selection of beneficiaries based on need, clear selection criteria and participatory method.
• Technically advise and design the livelihoods project component ensuring the project is delivered with high quality and contribute to achieving target.
• Accountable for oversight of the budget utilization, monitoring and evaluation, livelihood component of the project, compliance with donor and ActionAid policies, and reporting
• Develop and implement a detailed procurement plan of the inputs to the community.
• Develop narrative reports, updates and case studies on the livelihood activities of the project
• Coordinate with,UN, local government and recipients to plan, organize and implement the Livelihood program.
• Decide on the technical basis for the implementation, like through which tools, who are the recipients, what do they need in terms of distribution of food and where it will take place.
• Facilitate capacity building of project staff, partner staff and volunteers.
• Develop educational material related to livelihood to both staff and affected people.
• Contribute to the budgeting process and give inputs to the financial management of the programme on technical areas
• Develop narrative reports, updates and case studies on the livelihood activities of the project
• Ensure project timeframes, budgets and resources are respected throughout the entire project period.
• Monitor expenditures related to project activities and provide inputs to timely preparation and submission of funds requests, budget revisions and financial reports
• Close coordination with Monitoring and Evaluation team to ensure establishment and effective implementation of M&E framework
• Assist Project Coordinator/Programme Manager in responding to enquiries of a technical nature from field staff, government, donors and other stakeholders.
• Provide weekly reports and input to the Emergency FSAC Coordination forum on progress and results of interventions and activities
• Prepare high quality reports in timely manner for internal and external uses.
• Support in developing regular Emergency updates, Emergency Preparedness strategy/plan for Afghanistan including capacity building of staff and partners.
• Work together with Project Coordinator/Project Manager towards donor representation and resource mobilization.
• In collaboration with program team, Humanitarian Programme Manager, Head of Programs and Country Director, ensure high quality humanitarian project proposals are developed within tight deadlines.
• Close coordination with security and access advisors to ensure safe implementation of activities
• Strictly complies to and promotes Child Protection, Safeguarding policies and any other policies of the organization.
• Coordination with humanitarian community including but not limited to other humanitarian actors, Cluster system, respective line ministry, etc.

Job Requirements:

Education & Training:

Bachelor degree in Agriculture, Agri-business, Agricultural economics or any other relevant fields
Experience:

4 years working experience in the Livelihood/Agriculture/Emergency field, preferably with INGOs.
Working experience in Balkh specially in Dawlatabad, Kishindeh & Kaldar districts is highly desirable.
Technical Skills:

Innovative and creative problem-solving skills, Cultural awareness and ability to build relationships quickly with a wide variety of people
Patient, adaptable, flexible, able to improvise and remain responsive and communicate clearly and effectively under pressure
Excellent planning, management and coordination skills, with the ability to organize a workload comprised of varying and changing tasks and responsibilities
Excellent communication (written and spoken), and interpersonal skills in English, with experience in managing multicultural team
