Project summary:

EPD over the period of 14 months will be implementing Public Outreach & Citizen Engagement Program (POCEP) on OC, Gender, and GRM  under the Afghanistan Land Administration System Project (ALASP) funded by the Ministry of Urban Development and Land (MUDL)/World Bank. The specific project activities would include the community outreach and communication with land occupants/beneficiaries in 8 major cities of Afghanistan- Kabul, Herat, Jalalabad, Kandahar, Mazar-e-Sharif, Nili, Farah, and Bamyan,  assist the OC Directorate and PIU team in public outreach, and bridge the communication gap between citizens, relevant municipalities, and MUDL. Other activities include developing communication materials; engagement in advocacy and social messaging; to use tools including mass media, social advertising, and direct interaction.

The project key staff will be the Project Manager, Social Communication specialist, and social organizers for public outreach. The team supports the OC teams in guiding project beneficiaries on how and where to pay OC fees and to organize and facilitate small and large gatherings in villages, Guzars, and district levels.

The potential Social Communication Specialist (SCS) who will be reporting to the Project Manager will be managing a dynamic team of 29 Social Organizers with the project operation in 8 urban cities as mentioned above over 14 months.

Summary of the Job: The Social Communication Specialist will be responsible for designing the outreach materials, coordinate meetings with the stakeholders and beneficiaries, prepare gathering agendas, and coordinate the 29 Social Organizers’ schedules.

Key Responsibilities:

Ensures planning and design of internal and external strategies, the procedure for communications, and outreach geared towards supporting project partnership-building and resource mobilization
Manages the writing, development, design, outreach materials such as leaflets /brochures, A3 papers, Radio, and billboard messages, and other required outreach materials.
Promotes optimum visibility of project’s activities through effective media relations, placement and distribution of information material and creative partnerships with targeted community,
Collaborates closely with External Relations colleagues and facilitates knowledge building and knowledge sharing
Disseminate awareness materials through a variety of media, including print, broadcast, social gatherings.
Ensure all communication materials are aligned with the project development objective and donors’ communication policy and strategy.
Provide enough and sufficient technical support to the project team in order to have a better results from the project implementation.
Support the social organizers in ensuring effective and efficient management and delivery of the project outreach activities throughout of targeted provinces
Participate in all internal and external coordination meetings representing the project.
Improve/establish communication and coordination mechanisms and procedures amongst the various stakeholders.
Taking part in monthly coordination meetings with different stakeholders and donors based on the requirements of the project activities.
Work with the donors’ communication team to conceptualize and implement communication strategies and campaigns.
Establish and maintain positive working relationships with all inside and outside stockholders
The support project team in organizing and managing seminars, workshops, press conferences, and field visits as required.
Produce short videos, audios, take pictures and save them into secure files.
Systematize lessons learned and disseminate project success stories through different platforms such as social media and monthly reports and newsletters.
Respond to media inquiries and support the public outreach program of the project.
Conduct interviews with beneficiaries and write success stories to be used in published materials.
Support field teams with the development of visual publication materials for beneficiaries and train field staff on the use of cameras for quality pictures.
Collect and compile the case studies from the social and other project teams and share the drafted material donor agency.
Support the Grievance Redress Mechanism (GRM) team to systematically collect, record, analyses, and refer the grievance to the concerned MUDL team.
Any other task as assigned by the line manager.

Job Requirements:

A minimum of a  Bachelor’s Degree or equivalent in communications, journalism, public relations, social sciences, international relations, or related field
5 years of relevant experience;
Fluency in English, Pashto, and Dari both oral and written, is required;
Communication skills.
Excellent community skills, including community-based planning, monitoring, and evaluation
High level of integrity and high standards of personal conduct.
Strong computer skills especially with MS Word and Excel, PowerPoint, and other related packages
Ability to establish and maintain effective working relationships with all related stakeholders.
Ability to work as part of a team across different cultures.
